पीजीआई (PGIMER), चंडीगढ़ में कर्मचारियों की बहुत भारी कमी की बात सामने आई है। संस्थान में मंजूर किए गए कुल पदों में से बहुत सारे पद खाली पड़े हैं। इसकी वजह से अस्पताल में आने वाले मरीजों के इलाज के साथ-साथ मेडिकल पढ़ाई और रिसर्च (शोध) का काम भी प्रभावित हो रहा है।
केंद्रीय स्वास्थ्य मंत्रालय की एक नई रिपोर्ट के मुताबिक, पीजीआई चंडीगढ़ में कुल 7,742 Sanctioned Posts में से 1,963 पद खाली हैं। इसका सीधा मतलब यह है कि संस्थान में लगभग 25.4 प्रतिशत पद खाली पड़े हैं और वहां हर चौथा पद बिना किसी कर्मचारी के है।

Severe Shortage in Non-Faculty and Faculty Staff
रिपोर्ट के आंकड़ों से यह साफ पता चलता है कि PGIMER में सबसे ज्यादा कमी Non-Faculty — यानी डॉक्टरों के अलावा अस्पताल का अन्य स्टाफ कर्मचारियों की है। पीजीआई में गैर-फैकल्टी के कुल 7,010 पद Sanctioned किए गए हैं, लेकिन इनमें से केवल 5,186 पदों पर ही लोग काम कर रहे हैं और 1,824 पद खाली पड़े हैं।
अस्पताल के रोज के कामकाज, मरीजों के इलाज की व्यवस्था और दफ्तरी कामों में गैर-फैकल्टी कर्मचारियों का बहुत बड़ा रोल होता है। इतनी बड़ी संख्या में पद खाली होने की वजह से अभी काम कर रहे कर्मचारियों पर काम का दबाव और बोझ बहुत बढ़ गया है।
वहीं अगर डॉक्टरों यानी Faculty पदों की बात करें, तो पीजीआई में फैकल्टी के कुल 732 पद स्वीकृत हैं। इनमें से 593 पदों पर डॉक्टर तैनात हैं, जबकि 139 पद खाली हैं। यानी लगभग 19 प्रतिशत फैकल्टी पद खाली पड़े हैं। डॉक्टरों की इस कमी का सीधा असर न केवल मरीजों के इलाज पर पड़ रहा है, बल्कि मेडिकल छात्रों की पढ़ाई, Training और Research के काम पर भी बुरा असर पड़ रहा है।

रिपोर्ट में आरक्षित श्रेणियों के खाली पदों के बैकलाग (Backlog) का आंकड़ा भी सामने आया है। पीजीआई में आरक्षित श्रेणियों के कुल 272 पदों का बैकलाग है।
- SC Category: 55 पद बैकलाग में हैं।
- ST Category: 141 पद बैकलाग में हैं।
- OBC Category: 76 पद बैकलाग में हैं।
स्वास्थ्य मंत्रालय के मुताबिक, भर्तियों के लिए Reservation Roster — नियमों की लिस्ट बनाया जाता है। इन खाली पदों को भरना सही और योग्य उम्मीदवारों के मिलने तथा अन्य कई बातों पर निर्भर करता है।

अगर हम सिर्फ खाली पदों की कुल संख्या (Total Numbers) देखें, तो एम्स (AIIMS) नई दिल्ली में 2,988 पद खाली हैं, जो पीजीआई चंडीगढ़ के 1,963 पदों से गिनती में ज्यादा हैं। लेकिन अगर कुल मंजूर पदों के Percentage के हिसाब से देखें, तो पीजीआई चंडीगढ़ की स्थिति ज्यादा चिंताजनक है।
