देहरादून पुलिस लाइन में आयोजित पुलिस स्मृति दिवस (Police Commemoration Day) के मौके पर मुख्यमंत्री पुष्कर सिंह धामी ने Police Welfare के लिए 8 अहम घोषणाएं कीं। उन्होंने कहा कि विभाग में खाली पड़े 1600 पदों पर जल्द नई Recruitment शुरू होगी और थानों का Annual Budget 4 करोड़ से बढ़ाकर 8 करोड़ रुपये किया जाएगा।
मुख्यमंत्री ने Internal Security में पुलिस और Paramilitary Forces के योगदान को अहम बताया। उन्होंने ड्यूटी के दौरान Supreme Sacrifice देने वाले जवानों को Tribute दी और उनके परिजनों को सम्मानित किया। इसके अलावा पुलिसकर्मियों के लिए ट्रांजिट हॉस्टल, बहुमंजिला बैरक, पुलिस अस्पताल और स्कूलों का Upgradation करने का ऐलान किया। Cyber Crime और नशे की रोकथाम के लिए Modern Technology व 32 करोड़ की लागत से बनने वाले State Cyber Coordination Center के काम का भी उल्लेख किया गया।

मुख्यमंत्री पुष्कर सिंह धामी द्वारा पुलिस कल्याण और व्यवस्था सुधार के लिए आठ प्रमुख घोषणाएं की गईं:
- New Recruitment: पुलिस विभाग में रिक्त पड़े 1600 पदों पर जल्द ही नई भर्तियां शुरू होंगी।
- Budget Increment: थानों का वार्षिक बजट चार करोड़ रुपये से बढ़ाकर सीधे आठ करोड़ रुपये किया जाएगा।
- Transit Hostel: देहरादून में पुलिस अफसरों और कर्मचारियों की सुविधा के लिए ट्रांजिट हॉस्टल बनाया जाएगा
- School Upgradation: पुलिस मॉडर्न स्कूलों को अपग्रेड कर और अधिक बेहतर बनाया जाएगा।

Tributes to Martyrs and Recognition of Valour
पुलिस स्मृति दिवस के मौके पर मुख्यमंत्री ने ड्यूटी के दौरान अपनी जान कुर्बान करने वाले वीर जवानों को याद किया। बीते एक साल में पूरे देश में 154 जवानों ने देश सेवा करते हुए अपनी जान गंवाई (supreme sacrifice), जिनमें उत्तराखंड पुलिस के सब-इंस्पेक्टर (SI) विनोद कुमार भी शामिल थे।
इस कार्यक्रम में शहीद हुए SI विनोद कुमार, इंटेलिजेंस इंस्पेक्टर मनोज मनराल और IRB के हेड कांस्टेबल तारा सिंह को दिल से श्रद्धांजलि दी गई। मुख्यमंत्री ने उनके परिवारों को सम्मानित किया और उन्हें Financial Assistance के चेक सौंपे। उन्होंने कहा कि शहीद पूरे देश का Pride हैं। इसके साथ ही उन्होंने बताया कि नरेंद्र मोदी के नेतृत्व में नई दिल्ली में बना National Police Memorial हमारे वीर जवानों की कुर्बानी और बेमिसाल हिम्मत की जीती-जागती मिसाल है।
Tackling Modern Challenges: Cyber Crime and Drugs
मुख्यमंत्री ने राज्य की सुरक्षा के लिए नशा और Cyber Crime को सबसे बड़ा खतरा बताया है:
- Drug-Free Uttarakhand: ‘उत्तराखंड को नशे से पूरी तरह मुक्त करने के लिए पुलिस ड्रग्स बेचने वालों पर लगातार सख्त एक्शन ले रही है।
- Cyber Security & AI: आज इंटरनेट और AI के जमाने में पुलिस को साइबर ठगों को पकड़ने के लिए पुलिस को उनसे भी ज्यादा होशियार रहना होगा। आज के टाइम में ऑनलाइन ठगों को पकड़ने के लिए पुलिस को उनसे भी ज्यादा होशियार होना पड़ेगा।इसके लिए नई तकनीक, अच्छी ट्रेनिंग और टीम वर्क बहुत जरूरी है।
- Coordination Centre: साइबर अपराधों को रोकने के लिए करीब 32 करोड़ रुपये की लागत से एक नया साइबर क्राइम सेंटर बनाया जा रहा है।
- Quick Response Teams: महिलाओं की तुरंत मदद और सुरक्षा के लिए हर थाने के महिला हेल्प डेस्क में एक ‘क्विक रिस्पॉन्स टीम’ (QRT) तैयार की गई है।
The Role of Police in Uttarakhand
मुख्यमंत्री ने पुलिस की खाकी वर्दी को Courage, Discipline और National Service का सच्चा Symbol बताया है। उन्होंने कहा कि पुलिसकर्मी अपने घर-परिवार और तीज-त्योहारों को छोड़कर आम जनता की सुरक्षा और उनकी जान-माल की हिफाजत करते हैं।
Uttarakhand के मुश्किल और पहाड़ी इलाकों की वजह से यहाँ सुरक्षा संभालना, किसी भी आपदा या Disaster के समय मदद करना और कानून-व्यवस्था बनाए रखना आसान नहीं होता। इसलिए बाकी राज्यों के मुकाबले उत्तराखंड में पुलिस की भूमिका बहुत ज्यादा Crucial और Challenging हो जाती है।
