उत्तर प्रदेश (UP) राजकीय ITI में Instructor और Foreman की Recruitment का इंतजार कर रहे छात्रों के लिए एक बहुत बड़ी खुशखबरी है। व्यावसायिक शिक्षा, कौशल विकास एवं Vocational Education भर्ती के नियमों में कुछ बड़े और जरूरी बदलाव करने जा रहा है।अब Instructors की भर्ती UPSSSC के बजाय UP Education Service Selection Commission के जरिए की जाएगी। इसके लिए विभाग Amended Rules को कैबिनेट से मंजूर कराने की तैयारी में है।
जैसे ही यह नया नियम लागू होगा, राज्य के सरकारी ITI में खाली पड़े लगभग 2000 पदों पर भर्ती शुरू हो जाएगी। इसके साथ ही CITS कोर्स को Mandatory करने और NCVT के सख्त नियमों से ITI में पढ़ाई का स्तर और भी बेहतर हो जाएगा।

Major Changes in Recruitment Rules
व्यावसायिक शिक्षा विभाग द्वारा भर्ती प्रक्रिया में कई नए और महत्वपूर्ण बदलाव किए जा रहे हैं:
- New Recruitment Body: पहले Instructor के पद UPSSSC के माध्यम से भरे जाते थे। लेकिन अब उत्तर प्रदेश शिक्षा सेवा चयन आयोग बन चुका है, इसलिए instructor की भर्ती भी अब इसी नए आयोग के जरिए होगी।
- Mandatory CITS Training: Instructors बनने के लिए अब CITS का कोर्स Mandatory किया जा रहा है। विभाग इस नए नियम को पूरी तरह लागू करेगा।
- Amended Rules Approval: भर्ती शुरू करने से पहले विभाग नए और Amended Rules को कैबिनेट से पास कराएगा।
NCVT Rules and Strict Enforcement
राष्ट्रीय व्यावसायिक प्रशिक्षण परिषद (NCVT) की तरफ से नियमों को लेकर काफी सख्ती की जा रही है:
- Mandatory Posting for Seat Approval: NCVT के नए नियमों के अनुसार, जिस ट्रेड में ITI की सीटें मंजूर होंगी, वहां Instructor और Foreman की तैनाती होना बहुत जरूरी है।
- Implementation Period: इस नियम को इसी Academic Session 2026-27 से काफी सख्ती के साथ लागू कर दिया गया है।
- Effect on Private & Govt ITIs: NCVT की इस सख्ती की वजह से राज्य के सरकारी और प्राइवेट दोनों तरह के ITIs में Instructors के खाली पद बहुत तेजी से भरे जा रहे हैं।
Impact on ITI Seats Approval
प्रमुख सचिव डॉ. हरिओम के अनुसार, NCVT और सरकार के नए नियमों के तहत Instructor की नई New Rules जल्द ही मंजूर कराई जाएगी।
इस New Rules से भर्ती प्रक्रिया बहुत साफ और Transparent बनेगी। खाली पद तेजी से भरे जा सकेंगे, जिससे NCVT से ITI की नई सीटें Approve कराने में काफी आसानी होगी और बड़ी राहत मिलेगी।
Deployment of Trainers via Outsourcing
149 Government ITIs : प्रदेश के 149 राजकीय ITI में Modern Trades की ट्रेनिंग देने के लिए 1065 Trainers और Supervisors को रखा जाएगा।
Outsourcing : यह भर्ती Outsourcing के माध्यम से की जाएगी।
Industries Development: ITI को Industries की ज़रूरतों के हिसाब से Skill Development Centers के रूप में तैयार किया जा रहा है।
