(Indian Civil Accounts Service – ICAS) भारत सरकार की एक Group A Central Civil Service है| जिसके लिए UPSC के Civil Services Examinations (CSE) देना होता है इसके लिए कोई अलग Exam नहीं होता है | UPSC के द्वारा Total 979 पदों पर भर्ती निकाली गयी है | जिन्हें अलग - अलग पदों पर भरा जाना है उनमें से एक पद ICAS भी है | ICAS के लिए कोई कितनी Vacancy है ऐसा कोई भी Data अब तक आयोग ने निर्धारित नहीं किया है |
Eligibility & Qualification for ICAS Examination:
ICAS के लिए आवेदन करने वाले उम्मीदवारों को UPSC Civil Services Exam की योग्यता पूरी करनी होती है:
- शैक्षणिक योग्यता (Education): किसी मान्यता प्राप्त विश्वविद्यालय से Graduation होना अनिवार्य है (कोई भी विषय चलेगा)। Final year के छात्र भी आवेदन कर सकते हैं ।
- राष्ट्रीयता (Nationality): भारत के नागरिक, नेपाल/भूटान के निवासी, तिब्बती शरणार्थी (1 जनवरी 1962 से पहले आए हुए), या UPSC द्वारा मान्यता प्राप्त अन्य उम्मीदवार आवेदन कर सकते हैं ।
- शारीरिक मानक (Physical Standards): ICAS के लिए कोई विशेष फिजिकल मानदंड नहीं आवश्यक है ।

आयु सीमा 1 अगस्त उस वर्ष को आधार बनाकर निर्धारित होती है:

Application Fees for ICAS Examination:
ICAS (Indian Civil Accounts Service) परीक्षा के लिए आवेदन शुल्क इस प्रकार होता है:
- General/OBC/EWS category के candidates के लिए: ₹100 (one hundred rupees)
- SC/ST/PwD/Female candidates के लिए: कोई आवेदन शुल्क नहीं होता।
- Payment online mode में होता है – जैसे कि Debit Card, Credit Card, Net Banking या UPI से।
How to Apply for the ICAS Examination?
ICAS परीक्षा के लिए UPSC की official website https://www.upsc.gov.in पर जाकर आवेदन किया जाता है।
Steps to Apply:
1. सबसे पहले Visit करें UPSC की वेबसाइट और “Apply Online” section में जाएं।
2. फिर Civil Services Examination (CSE) के लिए registration करें।
3. उसके बाद Part-I Registration में basic details भरें जैसे नाम, जन्मतिथि, category आदि।
4. फिर Part-II Registration में फोटो, signature, ID proof upload करें और application fee pay करें।
5. पूरा फॉर्म भरने के बाद एक बार verify करें और submit कर दें।
6. अंत में Confirmation page का print out निकालना न भूलें।
Training & Career Progression for the ICAS Examination:
Pay and Perks for ICAS Officers:
- ICAS officers को आकर्षक वेतन के साथ कई प्रकार के भत्ते मिलते हैं। Entry level पर वेतन होता है ₹56,100 (Level 10) । पदोन्नति के साथ वेतन भी बढ़ता है – जैसे Deputy Controller को ₹67,700–₹78,800, Controller को ₹1,18,500–₹1,44,200, Chief Controller को ₹1,82,200+, Principal Controller को ₹2,05,400, और CGA को ₹2,25,000+ तक salary मिलती है। भत्तों में शामिल हैं – Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance, Leave Travel Concession (LTC), Medical facilities, Provident Fund और Pension। ये सभी मिलकर ICAS को एक सुरक्षित, सम्मानजनक और financially rewarding सेवा बनाते हैं।
Selection Process for ICAS Examination:
ICAS अधिकारियों का चयन UPSC द्वारा आयोजित तीन चरणों के माध्यम से होता है:
1. Preliminary Exam: दो MCQ Based Paper — General Studies और CSAT (qualifying nature) ।
2. Main Exam: लिखित परीक्षा जिसमें Essay, General Studies I–IV, Optional Subject I–II, तथा Compulsory Indian Language व English जैसे पेपर शामिल होते हैं। केवल Essay, GS और Optional के अंक चुने जाते हैं; दो भाषा पेपर qualifying होते हैं।
3. Personality Test (Interview): 275 अंक का इंटरव्यू जो candidate की प्रशासनिक योग्यता, Ethics, Interpersonal skills, और Decision-making क्षमता के आधार पर होता है।
4. Final Merit List: केवल Mains (1750) + Interview marks (275) = 2025 Marks के आधार पर बनती है |
ICAS के लिए UPSC में रैंक लगभग 600–800 तक की आवश्यकता होती है, रिक्तियों की संख्या पर निर्भर करता है ।

ICAS Exam Pattern:
ICAS के लिए कोई अलग से exam नहीं होता | इसके लिए UPSC Civil Services Exam clear करना पड़ता है| ये exam तीन stages में होता है:
1. Preliminary Examination (प्रारंभिक परीक्षा)
-ये stage qualifying nature की होती है और इसमें दो papers होते हैं:
- Paper I: General Studies (GS) – इसमें Current affairs, History, Polity, Geography, Economy, Environment, and Science जैसे topics cover होते हैं |
- Paper II: CSAT (Civil Services Aptitude Test) – इसमें Comprehension, Logical reasoning, Mathematics और Decision-making शामिल होते हैं |
Note: CSAT qualifying होता है और इसमें minimum 33% लाना ज़रूरी होता है |
2. Mains Examination (मुख्य परीक्षा)
-ये stage merit के लिए count होती है और इसमें 9 papers होते हैं | जिनमें से 2 Papers Qualifying Nature के होते है | Merit 7 Papers के आधार पर निर्धारित की जाती हैं| Qualifying Papers में 25 % Marks लाने अनिवार्य है |
- Paper A: Compulsory Indian Language (qualifying) (300 अंक )
- Paper B: English (qualifying) (300 अंक )
- Paper I: Essay (250 अंक )
- Paper II: General Studies I – Indian Heritage & Culture, History, Geography of the World & Society (250 अंक )
- Paper III: General Studies II – Governance, Constitution, Polity, Social Justice & International Relations (250 अंक )
- Paper IV: General Studies III – Economic Development, Technology, Environment, Security & Disaster Management (250 अंक)
- Paper V: General Studies IV – Ethics, Integrity & Aptitude (250 अंक )
- Paper VI & VII: Optional Subject Papers – दो papers एक ही optional subject से होते हैं| (250 अंक )
-Candidates को optional subject चुनना होता है और यह subject ICAS selection पर भी impact डाल सकता है | (250 अंक )
3. Personality Test (275 अंक )
- इसमें candidate की personality, communication skills, general awareness और decision-making abilities को judge किया जाता है. यह stage भी merit के लिए count होती है|
Training Stages:
ICAS Examination clear करने के बाद candidates को तीन main stages में training दी जाती है। सबसे पहले NIFM Faridabad में लगभग 6 महीने की foundation training होती है, जिसमें उन्हें Accounting, Budget Analysis, PFMS, Financial Reporting जैसी core financial skills सिखाई जाती हैं, साथ ही foreign exposure भी दिया जाता है। इसके बाद training होती है INGAF Delhi में, जहां पर candidates को practical accounting और audit procedures पर focus करके व्यवहारिक knowledge दी जाती है। आखिरी stage होती है On-the-Job Training, जिसमें trainees को देशभर में फैले हुए लगभग 87 Pay & Accounts Offices में भेजा जाता है, ताकि वे real-time financial systems का हिस्सा बनकर actual काम करने का अनुभव हासिल कर सकें।
ICAS Career Progression:
- ICAS सेवा में career की शुरुआत होती है Assistant Controller of Accounts के रूप में, जो कि Pay Level 10 के अंतर्गत आता है और प्रारंभिक वेतन ₹56,100 होता है। इसके बाद अनुभव और प्रदर्शन के आधार पर पदोन्नति मिलती है। क्रमशः व्यक्ति Deputy Controller of Accounts, Controller of Accounts, Chief Controller, Principal Controller, और अंततः सबसे उच्च पद Controller General of Accounts (CGA) तक पहुँच सकता है। ये सभी पद सरकार के वित्तीय प्रशासन में बेहद महत्वपूर्ण भूमिका निभाते हैं।
