Introduction 

The Uttar Pradesh Public Service Commission (UPPSC) conducts one of the state’s most prestigious recruitment examinations for the posts of Samiksha Adhikari (RO), or Review Officer, and Sahayak Samiksha Adhikari (ARO), or Assistant Review Officer. This examination is a gateway for graduates to secure a highly respected and powerful Group ‘B’ non-gazetted post within the administrative framework of Uttar Pradesh.

Aspirants who clear this exam are placed in key departments, including the U.P. Secretariat, the U.P. Public Service Commission itself, and the Board of Revenue, U.P.. The role of an RO/ARO is primarily clerical and administrative, involving the review of files, drafting of letters and reports, and maintenance of records, making them the backbone of the state’s legislative and executive wings.

Eligibility Criteria

  1. Educational Qualification
  • For RO (Review Officer):
    Bachelor’s degree from any recognized university in India.
  • For ARO (Assistant Review Officer):
    • Bachelor’s degree
    • “O” Level Certificate (DOEACC or equivalent)
    • Typing speed of 25 words per minute in Hindi
    • Preference if you know English typing
  • For ARO (Accounts):
    Bachelor’s degree in Commerce with Accountancy.

Steps to Apply

  1. O.T.R. (One Time Registration):
    Create an OTR account on https://otr.pariksha.nic.in.
    Get your OTR number before filling the application.
  2. Form Filling:
    Go to https://uppsc.up.nic.in, verify your details, and fill out the form.
  3. Fee Payment:
    Pay the fee using Net Banking/Card/UPI through SBI MOPS.
  4. Print Application:
    After payment, take a printout of the submitted form and receipt.

Salary

The posts of Samiksha Adhikari and Sahayak Samiksha Adhikari are highly coveted, not just for their power and prestige but also for their attractive pay scale.

  • Pay Level-7: Rs. 44,900 - 1,42,400 (Generally for Sahayak Samiksha Adhikari)
  • Pay Level-8: Rs. 47,600 - 1,51,100 (Generally for Samiksha Adhikari)

This basic pay is supplemented by various allowances such as Dearness Allowance (DA), House Rent Allowance (HRA), and other benefits as per U.P. Government rules. This results in a handsome in-hand salary, making it one of the most financially stable.

 Selection Process

The RO/ARO examination is a multi-stage process designed to test a candidate's academic knowledge, writing skills, and (for ARO) typing proficiency.

The selection process consists of the following stages:

Stage 1: Preliminary Examination (Objective Type)

  • This is the first stage, which is a screening test.
  • It consists of two objective papers: General Studies and General Hindi.
  • The marks from this exam are not counted for the final merit list.
  • Based on the prelims result, candidates numbering 15 times the total number of vacancies will be declared successful and shortlisted for the Main Examination.

Stage 2: Main Examination (Written)

  • This is the most crucial stage of the selection process.
  • It consists of three papers: General Studies (Objective), General Hindi & Drafting (Partly Conventional, Partly Objective), and a Hindi Essay (Conventional).
  • The final selection and merit list will be prepared based only on the total marks obtained by the candidates in the Main (Written) Examination.

Stage 3: Typing Test (For ARO Posts Only)

  • Candidates applying for the post of Sahayak Samiksha Adhikari (ARO) must also qualify a Hindi typewriting test.
  • This test requires a minimum speed of 25 words per minute.
  • This test is qualifying in nature, and its marks are not added to the final merit, but clearing it is mandatory for ARO.

Stage 4: Document Verification

  • Candidates who are placed on the merit list after the Main Exam (and have qualified the typing test, if applicable) will be called for Document Verification.
  • At this stage, they must produce all original documents and self-attested copies to support the claims made in their application (e.g., educational certificates, caste certificates, "O" Level certificate).

Results 

The results of the UPPSC RO/ARO exam are declared in stages on the commission's official website.

  • Preliminary Result: This result is released as a PDF file containing the roll numbers of candidates who have qualified for the Main Examination.
  • Main Result: After the Main Examination is conducted, the commission releases the list of candidates who have cleared the written test and are shortlisted for the next stage (Typing Test for ARO or final selection for RO).
  • Final Result: The final merit list is declared after all stages, including the Main Exam and typing test (where applicable), are completed. This PDF contains the roll numbers and names of the finally selected candidates.

Admit Card 

How to Download: The commission releases admit cards on its official website https://uppsc.up.nic.in.

 Admit cards are typically made available for download 1-2 weeks before the scheduled date of the examination.

Credentials: You will need your O.T.R. Number and/or Registration Number and Date of Birth to log in and download your admit card.

Details: Your admit card will contain your Roll Number, the date, time, and venue of your examination. You must bring a printed copy of the admit card along with a valid photo ID (like an Aadhar card, Passport, or Driver's License) to the exam center
