बिहार (Bihar) के स्कूलों में Headmasters की नियुक्ति से जुड़ा एक बड़ा Verification Issue सामने आया है। TRE-2 के तहत पिछड़ा और अति पिछड़ा वर्ग कल्याण विभाग के Residential Schools में चुने गए हेडमास्टरों के Experience Certificates की जांच पिछले दो सालों से रुकी हुई है।
Provisional Appointment Letter देने से पहले इन सभी प्रमाण पत्रों का Physical Verification होना बहुत जरूरी था। लेकिन सही समय पर जांच न होने के कारण अब Fraudulent Certificates का खतरा बढ़ गया है और चयनित हेडमास्टरों की Service Confirmation की प्रक्रिया भी बीच में अटक गई है।

राज्य के कई जिलों में इस मामले को लेकर Strict Action की मांग की जा रही है। Colleges और Universities में फर्जी सर्टिफिकेट के मामले आने के बाद भी इस मामले में Departmental Delay देखने को मिली है।
- Provisional Appointment Guidelines Violation: जनवरी 2024 में कुल 17 जिलों को यह स्पष्ट Instruction दिया गया था कि जॉइनिंग लेटर देने से पहले सभी Documents की पूरी Verification की जाए।
- Poor Response from Districts: विभाग द्वारा बार-बार दिए गए निर्देशों के बावजूद केवल चार जिलों से ही सत्यापन रिपोर्ट प्राप्त हो सकी।

- Scope of Candidates: इन पदों पर Niyojit Teachers, माध्यमिक और पंचायत शिक्षकों के साथ-साथ Private Schools के टीचर्स का भी सिलेक्शन हुआ था। नियम के मुताबिक शिक्षक जिस जिले में तैनात थे, उसी जिले से उनके अनुभव प्रमाण पत्र का Verification Process पूरा होना था।
Service Experience Requirements for Posts
TRE-2 परीक्षा के तहत विभिन्न शैक्षणिक पदों की योग्यता के अनुसार 8 से 15 साल तक के Service Experience की शर्त रखी गई थी:
- Elementary Trained Teacher: प्राइमरी स्कूल के शिक्षकों के लिए ड्यूटी जॉइन करने की तारीख से कम से कम 15 Years का Experience मांगा गया था।
- Secondary Graduate Trained Teacher: सेकेंडरी स्कूल के टीचर्स के लिए 8 Years का वर्क Experience होना अनिवार्य था।
- CBSE/ICSE/Board Affiliated School Teachers: प्राइवेट या मान्यता प्राप्त बोर्ड स्कूलों के शिक्षकों के लिए कम से कम 12 Years की सर्विस जरूरी रखी गई थी।
- Higher Secondary PG Teacher: हायर सेकेंडरी (PG) टीचर्स के लिए 4 Years का सर्विस Experience होना तय किया गया था।
